2007 Wyoming Quarter: Odd Finish

These 2 quarters are from a partial bought when they were new. Both quarters have a frosty finish with a scratchy shiny area. The first quarter has the largest area of the shiny part and is the most dramatic looking. The second quarter (and there are several others like it) have the shiny area from in front of the horses head up through the rider extending to the tail. (Sorry camera died before I could get a 2nd picture without the glare as well as a third of a normal quarter from the roll.)

Any ideas why this is?

First thought is struck through thin layer of oil.

The front of the coins have the same finish discrepancy in about the same area but not quite as noticeable.
