But many point to Jove
I think it likely is Jove
As the emperor being carried away by eagle is too similar to a deification type

I don't know enough of the history (yet) between Licinius and Constantine I, but your words will encourage me to study this. (So many stories, and so little time!)
But your comment on Jove being conveyed on the eagle, and not Licinius, does strike a chord with me.
When I first examined this piece, I immediately thought who is the goddess (not god) on the eagle?(due to the well formed pectorals).
Juventas perhaps? (Hebe)
But logically yes it would seem that Jove is a good candidate and many depictions of him are astride an eagle.
