I sucks when you open up a 20 year old roll of quarters for the first time and see an obverse that looks like this. I don't even know how to describe it. But it does make looking for a doubled ear much more difficult.

What does the reverse look like? That would help to diagnose the problem.

The reverse looks normal. About 1/3 or so of the coins in the roll had obverses with that orange peel effect.
