2004 Quarter - Wisconsin - Missing Both Clad Layers

I found this quarter while coin roll hunting today. It appears to be completely copper on both obverse and reverse and missing the outer clad layer. I have never found anything like this before. Is this as rare as I think it might be, missing layers on both sides? Should I send this into PCGS to be graded?

I wondered if the weight would be different, but I weighed it and also weighed another Wisconsin quarter and they were the same. I think 5.7 grams?

The weight Should be Different, IF the Clad Layer were Missing....

Looks very shiny for it to missing the cupro-nickel layers.
Pictures of the coin edge to show the "missing" layers would help.

If it's 5.7 grams it's a normal quarter with some toning/environmental damage. Cladding weighs about 1 gram per side.

bobby131313 - If it is toning would it be the same in every scratch and contact mark? It is incredibly even. Granted, I have only been collecting coins for a little over a year, but I have never seen anything like this. I will be really bummed if this is PMD, but don't want to waste money sending it in for grading if there is general consensus amongst all of you experienced numismatists that it is not a mint error.

Agreed, additional photos reveal what looks to be a plated coin.
The weight you stated makes it likely not missing any clad layers.

I wondered if it was plated, but in person it appears very copper in color, not gold. I guess it could have been plated in copper If it is plated wouldn't at least some of the scratches and contact marks show nickel underneath? I guess it could have been plated after it was scratched and dinged. Does plating add any weight to a coin?

Could it have been an improper alloy mix in the clad layer?
