What would you grade this coin? What could caused the strange patterns below the eagle's wingtips on the reverse? Is that just PMD?

the bottom reverse around QUARTER appears to have some imbedded grime between the letters. a lot of glare on both sides. its hard to tell if the higher points in the hair are from circulation but theres a good chance they are. chin hits and forehead and marks along the back of the neck, tips of the wings and eagles legs as well as the bottom of the olive branch. I'm betting the coin was circulated at some point and also cleaned.

Can't get a good feel for the surfaces from these pics, but don't see any particular evidence of wear.
