On the obverse is depicted Bishop Blaise (Blaze), the 4th century Armenian martyr who's the patron saint of woolcombers.
On the reverse is the coat of arms of Exeter, a center for the production of woolen cloth. Note the motto, "Semper Fidelis" which was also that of Queen Elizabeth I. The story goes that she granted its use to Exeter in appreciation of the city's contributions to the defeat of the Spanish Armada. The hat is not part of the coat of arms, and you might think it to be specifically alluding to the profession of hatter or milliner. However, a similar symbol appears on the coat of arms of the Feltmakers Guild, and I think it more likely this was the reference intended.
The edge is marked, "PAYABLE AT THE WAREHOUSE OF SAMUEL KINGDON".
