Sorry that was so vague. I posted a close up and tried to explain it better. It's a raised web of metal around the front of the neck and face.

To me it looks like someone tried to scratch / tool around the bust and did a horrible job of it.

Looks like deliberate graffiti to me. Someone took a knife or other sharp object, cut along the face and neck. I have an ancient coin with similar graffiti following along the design. At least the coin is worth melt value and a little more. Worn circulated Morgan and Peace have a higher premium these days.

Thank you so much for all the help!
It was inexpensive enough that I bought it. I couldn't resist the opportunity at that price see if the section is tooled into the coin or is a raised error. I'll keep you posted when it comes in.

Kbbpll, Livingwater, Errers and Varietys, smat45, basically everyone was exactly right. I have the coin in hand and it is clearly cut marks/PMD. It looks like someone was in the process of cutting the face out of the coin, maybe for jewelry? Thank you again for the insightful comments.

Looks like the graver that was used slipped a few times as the high force was used lost control around the tight corners. Great closeup photo!
