This looks like struck thru foil or debris on reverse.

Hmm, not sure on this one, but looks more like struck through a rolled over Rim Fin to me than a Retained Cud. Also, I'm not seeing a similar piece listed on the c-o-c website:

I suspect it's a lamination error. However, it could be a blanking burr (rolling fold) but the photo isn't clear enough to make a determination.

I'm leaning toward a lamination issue. Two or three closer-in, sharp pics taken at an angle (or two) might help.
