Looks to be a case of Machine Doubling, perhaps (perhaps...) influenced by a bit of Die Deterioration. Would need to see full, large and sharp pics of the entire obverse to be certain.

I see DDD here - basing it on that the devices apparent doubling is trending towards the rim all the way around the coin.
