This weighs 4.8 grams, diameter about 22 mm.

I am thinking Heraclius due to the XXV regnal year, the two standing figures, and low weight for the Follis (supposed to be lower after regnal year XXI), but I cannot locate the precise coin in my Byzantine book, and of course there is significant wear.

Apart from the weight, this has a lot of similarities to yours, but whether that is enough to hang your hat on, I'm not sure.

Thanks. There are some differences too. the symbol below the M is different, no horizontal line below the M, there are the letters NN to the left of the standing figures, the figures are a bit different. Still, the era is the same and if it were copied from a coin of Heraclius we could expect some variation. I am inclined to think that 630-640 is the right era; further investigation is warranted.

That's because it's been overstruck over a follis with ANNO on top of the M, perhaps something like this one from my collection:
