I have seen that pattern on IGWT for numerous coins of that era, so it's a strong candidate for hub or series doubling. I have yet to find a great online resource that catalogs the Kennedy half dollar hub doubling to separate it from die doubling. That E in Liberty does present as die doubling. I don't see anything on Wexler or Variety Vista, but there is no guarantee the listings are comprehensive. The doubling also might have been deemed too minor to list, although VV lists a lot. I am by no means an expert, but fortunately we have lots of knowledgeable folks who will hopefully enlighten us.

Sometimes when the doubling is too minor, they don't get designation listing.

Right. It's not very noticeable. I'll sit on it and wait for the market to heat up.

Definitely hub doubling there, but this is likely from the doubled master die in the CONECA master listings.
I'm not extremely familiar with halves, but this being a master die issue means most (if not all) 1970-D halves have this doubling. A quick browse through the images on PCGS CoinFacts seems to confirm this.

If one joins CONECA, does one gain access to these resources in digital form?

Quote: If one joins CONECA, does one gain access to these resources in digital form? I am a member and, as far as I know, the full master list is not currently available online. It used to be on VarietyVista when Wiles was still affiliated with CONECA, but he has since lost the rights to it. (I downloaded the list from VarietyVista back when it was available.)

I did notice the photo I used from PCGS for grading reference has the same doubling. Excellent. Thank you.

There is a 70D MDO-001, documented in James Wiles, The Kennedy half dollar Book, and the CONECA Master Listings. Like Tanman, I have a copy of the CONECA Master listings before they took it down. For the 70D MDO-001 it shows, MD-1-O-Vl (D, S) Medium extra thickness on TY of LIBERTY, WE TRUST, and 70 of date. Strength of doubling will vary depending upon hub and die state. UVC-152 Reverse is RDV-002 (Flared G), and UVC-153 Reverse is RDV-003 (Straight G). Attached are some photos of the 70D MDO-001 from my collection. All I see in your photos is some extra thickness, MDD (Machine Damage Doubling), and some reflection and phantom doubling.

Thank you, Atrox for the information. Phantom doubling? I've never heard of it but it seems like an interesting concept. It's doubled though, the photos do show that. You might learn something from the posts before yours explaining how the doubling occurred. I know I sure learned a lot. Thanks anyway.
