Looks like it was covered in some sort of latex-like material (paint maybe?) and then peeled off. What does the obverse look like? I can see a kid doing something like that. If you peeled it off in one piece you'd have a neat impression of the cent.

It's definitely not paint or latex because I tried cleaning it.

cleaning with what? you should not be 'cleaning' your coin. a good acetone soak with no rubbing or scrubbing is ok.

But what ever that stuff is around the rim was added after the coin was struck. The rim devices are struck up very well right up to the thing that is 'covering' them
can you get up a nice edge shot of the coin where 'America" is on the reverse?

The image of the reverse disappeared. That side looks more like something is on the coin.

Hey guys I took this penny to a coin expert and he really didn't know what to call it. it's definitely part of the coin because it's the same color and material, any guesses? Sorry for the bad quality pics!! I'll try to get better with pictures. It's all over the rim on both sides
