Those are Reed Marks from another quarter - sometimes called 'bag marks' I can see them all over this coin on the obverse too.

I agree, Reed Marks! Why they make them quarters' edges so sharp?

Are you sure? I've seen the Reed Marks all over coins, but not this far apart. The Reed Marks that I have seen are right next to each other. Look at the marks again. They're exactly the spacing of the top of the 'V' in "RIVERWAYS".

Not positive on Reed Marks. Can you get pics from different angles after filtering your light? Too much glare. John1

OP is not talking about the Reed Marks on the neck, it's the straight horizontal marks on the reverse at V. I don't know what they are, but you are right about being the same length as the top of the letters.

What ever those marks are, they are on top of the incuse lettering, and are incuse themselves.

In the last photo, the 2 marks about half way down on the "V" in riverways you can see the makings of a "V" going south off the 2 marks. Is there somewhere to send this coin to analyze it?

Looks like some extreme Machine Doubling at the tops of the letters so maybe that caused the other marks too. Pretty big offset for a chattering die but I suppose it's possible. Edit - I see the tops of I, V and E and not just V in that last photo, all offset the same.

Thanks 'kbbpll'. I now see what you noticed. I have added a marked up photo with the blue arrows pointing to the tops of the "I", red arrows to the tops of the "V" and purple arrows for the top of the "E". Looks to be two separate sets of marks for the I, V and E in RIVERWAYS besides the full RIVERWAYS. Now I just need someone to confirm that what 'kbbpll' said "Pretty big offset for a chattering die but I suppose it's possible". Tacc said I was in the right place so lets see if he is correct. Thanks to all that have responded so far!!!
