That's Orange Peel Texture from Die Deterioration. The die that struck your coin was very worn. https://www.error-ref.com/orange-peel-texture/

That is caused by a very worn out die. the marks are called 'Radial Flow Lines'.
visit here on these marks: https://www.error-ref.com/?s=radial+lines.

Definition: As the die ages, the cold metal flow from striking planchets will groove the die face in a radial pattern.

Going to keep it anyway as a very graphic example of this Die Deterioration. Thanks.

As mentioned above, this coin was struck with a near retirement and very worn die.
