That is a plating issue or DDD.

When you think you have a doubled die, go to verietyvista.com and try to find a matc. If you don't find an EXACT match (that includes a match using ALL the pictures for each entry) then you will have a form of non-collectable doubling such as Machine Doubling or DDD.

Classic die erosion - metal flowing towards the rim wears the sharp edges of the die out.
