1991 D Quarter Please Help Identify Cause

I was on Google looking for info about the G looking more like a C, and a post showed up that another collector had asked about their 91 quarter. That quarter is this one's twin. They were told the line by nose was circulation damage but when I look at mine in hand, it is definitely not damage, but not sure how it was caused. It is not a scratch...it looks like a "roll". Can anyone help identify?

Was there an issue with the G in God thast year?

I am not sure of your question, but IGWT looks like a worn die issue to me.

Appears too soft for a clash.
"Dipping" is not considered cleaning...

I was about to agree with PIDT, but there are quite a few knobby bits of something in the crook of the eagle's wing. Maybe a light die clash that was pounded soft as the die aged? I looked on MAD Die Clashes, but surprisingly there were only two typical clashes listed for Washington silver quarters on coins almost 100 years old.

All I see is a hit on the nose. It would have to be a strong clash to effect that spot on the nose, it's incused on the die.
