Unusual Countermark On Netherlands 10 Cents 1951

This Netherlands 10 cents 1951 has an unusual grid-like countermark on the obverse. The countermark shows as round blobs on the reverse.

It was very difficult to photograph this coin, as it looks as if it's heavily oxidized.

That's odd, because I've not noticed any other nickel coins showing oxidation.

The coin weighs the normal weight for these coins, 1.5g.

I consider this a damaged coin. Probably has been in a fire in addition to being stamped with some tool or punch.

The somewhat regular spacing of those divots extends out to the rim. I'm with @elgius that this is mechanically damaged.
