ran across some graded Morgans, not in slabs, the paper cert says IGA dated 1987 and has a grade of MS 64/65. Assume the double grade is for obverse and reverse? the paper cert is green and includes a pic of both sides of the coin, anyone else seen this?

Seems much grading in the 1980's was complete with photos on soft sided packaging. I haven't seen this particular example. Many of this type are displaying higher grades than the coin deserves but you should view them case by case. I did find some links, you can search the web for more info.

IGA holders are highly collectible in their own right and the grades tend to be close to market standards.

My most recent one that I submitted to PCGS was graded IGA 65/65 and came back in a PCGS 64 holder.

There are plenty of collectors who will pay a premium for IGA photo certificate coins.
