These black areas are so strange unevenly placed, is it just regular toning?

Black marker maybe? Acetone would remove marker.

Yes could be marker,

seller claims it to be toning, I'm just not used to see it in big spots when the rest of the coin is luster

But why would anyone make a few odd marks like those with a marker?

I think its a low ms so I might go for it if I can get it for 50$

Rev looks better but a little black stuff, I do think there might be a print or something at 11
