I've seen this quite often. Probably due to over polishing the dies.

Agree, likely a polishing issue.

yea, could be a polishing event that reduced the 'Y' a bit..

Not saying it is, but a polished Y is a PUP on a 70S small date. Can we get a closeup of the date?

Yes - like stated as over polishing as the large dates have the bold LIBERTY......  |

I'm thinking that it might be an over polished die issue.
