Both are showing severe environmental damage. Both of them might have been buried at some point. PMD.

5.42 is the 1967 in weight grams and the 1985 is 5.52 huh

Nominal weight of a clad Washington quarter is 5.67 g. The wear on your coins accounts for the missing mass. If it were missing a clad layer, it would be at least a gram underweight.

Both of these quarters are within specs - I do see come 'shininess' on the surfaces telling me that the cladding is there, just badly corroded.
