The 09 is Machine Doubling. Shelf like flat movement from the dies distorting it. The 1954-S Is lamentation, but more of a struck through debris. I've seen this many times. Some flakes off other coins get struck onto the planchet on the devices. If you remove it, then the metal that should have been there now looks weak. So leave it there. It makes an interesting conversation piece to show others.

thanks coop i have come across a few early 50's that have close to the same thing like up in the loop of the 9 some times it looks like a d or a s . thanks for explaning all that to me know I know . co

On the 1954...it's not BOTH lamination and struck through...it's simply a retained struck through metal fragment, which is better than a lamination because it's far less common, but still will struggle to warrant a premium value because it's not a 'noticeable' error. Probably a couple of bucks, whereas a lamination would be worth nothing as a premium.
