Would Spain still be in play, even though the date is not within the 124 year period? Rules official needed.

The odds of getting the country and the year are less than 1 in 24,000 per my quick calculation. Keep on guessing. Spence guessed 1870 because he doesn't want to win.

You don't need both to win one or the other - I'm not connecting the dots between date and country. at the end if no guesses are spot on, I'll take the closest guess for either to win.
