Odd variations on a 1983 penny. Are these errors or something else.

Not errors,it is burst zinc bubbles. Common back then.

Yes, compromised zinc plating leading to zinc rot.

Some 1982 and there after, you will see this type of damage on coins because of the zinc being exposed. Once this happens the coin will eventually continue to rot until it turns to dust. So spend these while you can.
