A classic case of Die Deterioration and zinc rot setting in, where the thin layer of copper wears off, exposing the more reactive zinc core, so just a spender to my eyes
This is a very common issue with post-1982 cents as they are exposed to the general public
Die Deterioration is in-play, but I'm thinking some Machine Doubling has occurred as well--check out Abe's scalp. Split plating with the mint mark, I believe.
To me this looks like plating issues all the way around and on both sides of the coin. Whatever it is though, this is not the kind of doubling which add numismatic value.
