1946-Lincoln-Wheat-Penny-Color
I'm not sure if there is something wrong with color or it still has it's luster. Please I need help on this dilemma!

Looks as if it has environmental damage/staining as well as lightly circulated at that

Yes, post-strike damage--considerable staining, with a mixed 'film' of dried gunk across the surfaces. A long soak in 100% acetone might reduce or eliminate it.

Does the reverse look the same?

@LoveBug13 Looks like environmental damage. Perhaps a found coin (metal detector).
