It's a privately-made "Y2K" counterstamp. This type of piece pops up every now and then - often they are/were a marketing gimmick.

why do this to an ASE? - keep the counter stamps restricted to the pennies.. (And hobo coins to nickels)

A commemorative counterstamp can work - here's an ASE counterstamped for the US Christopher Columbus Quincentenary Jubilee Commission that was created by the US Congress. It's a 1992 ASE with the special "500" logo of the Commission counterstamped on the obverse.

hm different haircut on that one, I know so little about these. interesting example thanks for posting it, I'm not convinced yet. I'm not even a fan of all privy marks lately

Just a " Personal Counter Stamp "  Placed by Those with Idle Hands.....Not a Fan Either,.... Commems, Thanks for Posting the 1992 ASE, Those " Altered " American Silver Eagles that , Imo were destroyed once Re-Struck with their Own Counter Stamp, I am Sure have the Followers seeking, Just Not for Me.... Once an Official Minted coin is Struck, with Another Mark, it is No longer collected or Sought after, by the " same " collectors Again.........

I counterstamped one of my pocket piece ASE's but that was partially because I ground the rims off of most of it to experiment on how it would wear compared to my other one and didn't want it getting a straight grade at some point in the future in case of my demise.

People do all sorts of strange things to coins, well, because.
There is a reason why one of the Reddit coin subs has "do not put coins up your nose" as one of their ground rules.

When done professionally by skilled staff, a well-designed and attractive counterstamp can turn an otherwise mundane, common coin into a special commemorative piece. At least, IMO! (I wouldn't suggest doing it to a true scarce/rare coin, but on common pieces...)
