It's not paint. I have had this stored for a long while. Was not initially this color. I just pulled it and happen to have noticed the strange color it has. I don't know what in the heck this is. I actually Pune this post while trying to research why this coin looks like this

@cyn, first welcome to CCF. Second, it looks to me like there is residue of some sort, perhaps plating on the surface of this cent. Whatever it is, it wasn't on this coin when it left the mint. You can spend this one if you want.
