The milkmaid on the obverse looks like she is about to involuntarily go for a bit of a ride.

This is a french made medal. There were companies in Paris that made them reusing the same designs for many events. The engraving on the reverse was what changed. The reverse design in particular is very very common. Used in most medals by Louis-Alexandre Bottee or Adolphe Rivet.
The obverse in in french realist style, middle of the nineteenth century but continued popular in medals into the early twentieth.
The metal is most likely bronze with a silver bath. Only the small ones were some times silver. Check on the side. French law at the time made the Paris Mint write the metal used.

The stamp on the edge reads ARGENT so the medal is solid silver, probably .850 fine. The cornucopia is the mark of the Paris mint. The medal was issued in Belgium (Bruxelles = Brussels) in 1904. The inscription reads: SOCIETe NATIONALE POUR L'AMELERATION DES RACES BOVINES EN BELGIQUE and CONCOURS DE BANDES 24 AVRIL 1904 BRUXELLES (NATIONAL SOCIETY FOR THE IMPROVEMENT OF CATTLE BREEDS IN BELGIUM and HERD COMPETITION APRIL 24, 1904 BRUSSELS)

Congratulations. It is solid silver. It was not common for expo and prize coins to be solid silver when they were large.

Oh yes. That's me. Someone asked me to contribute to the Numista catalogue as this wasn't recorded.
