Looks like PMD of some sort, maybe from a vise job? Who knows.

it came out of an all 1998 bank roll from Harrisburg, PA that I bought on ebay

Not a Wide AM.. The A in STATES is not centered between the T's.

naw, it is a Close AM, but the marks are hard to make out with context to the rest of hte coin, (nice closeups - but maybe a tad too close)
I'll go with PMD at this point.

...and importantly, the A and the M are so close together, they're almost touching.

PMD. In 98 they came from the mint in $50.00 bags, No telling what they went through before they were rolled up into rolls.
