These few pictures show what looks like a Lamination error occurring on this 1946 Penny. Is that the correct wording and does the value stay below sending forward?

Yes, that does appear to be a lamination. A small value added, as these are quite common. But certainly nothing that would justify sending off for grading/certification.

A coin needs a minimum retail value after slabbing of $150 to justify all costs involved in sending it in to be encapsulated. Check ebay sold values for a similar coin like yours to see the current value.

There aren't many lams even in unc condition that would be worth slabbing. I like and collect them, It takes a good lam to be worth more than a few dollars.
