Yes, that does appear to be a lamination. A small value added, as these are quite common. But certainly nothing that would justify sending off for grading/certification.

eagle2a1, A coin needs a minimum retail value after slabbing of $150 to justify all costs involved in sending it in to be encapsulated. Check ebay sold values for a similar coin like yours to see the current value. John1
