Post-strike damage. Possibly glue (image transferred from other coin), or a vise job. Note the reversed lettering.

to the CCF and vise job. Looks like it was smashed three times. You can see the vises cleat marks on the obverse.

Lettering is backwards. This is a giveaway of post mint origin. Also seen on PMD known as a vise coin.
