Damage on the neck looks like run away drill marks. No idea what was used to make the gouges below the motto.

Wait! Are we sure this isn't struck through a detached section of reeding? If you still have it, don't spend it quite yet. I'm too sleepy right now to start researching this, but tomorrow I'm going to take a look.

It may be Post Mint Damage, but it looks really interesting to me, and I don't see displaced metal!

These tungsten bits attached to a dremmel and you can grind out any metal, whilst leaving
no signs of pushed/displaced metal. The damage on this coin looks just like that.

Here's a couple of pics of the damage on the neck. We can see that the metal has been moved and not just forced deeper into the planchet as with a strikethrough. You guys were right. This was done with a drill bit.

@sickpuppy Well, rats. The closeup images just took all the wind out of my sails. It DOES look as if this is just PMD. I was just about to sit back and dive into the web to see if I could find anything that matched. I have a couple of Struck Through Detached Reeding errors, which is why I thought it had a chance of being more than just damage.

The area under IGWT could be struck through, but the damage on George's neck makes this area suspect as well. Thanks for posting the new images.
