I've searched over 20000 circulation nickels so far. In the 1980s, the Mint ran the dies into the ground. I have encountered many examples of the poofy coat lettering.
Normally the Die Deterioration ripples from the rim to the bust. I do find it curious that your fields are relatively smooth. Possibly the die was polished in an attempt to counteract the extreme deterioration, or perhaps to remove a clash or other problem. It could also be circulation wear, or just the occasionally strange way that the mint equipment ages with striking.
