I'm cashier customer gave me this crisp dollar bill I noticed noticed first the over inking on the United States of America words and first thought they had been written over. Upon further inspection I noticed that there were numerous over inked mistakes all over the bill that would not have been possible to do with a pen.

I'm thinking it is some sort of solvent smearing that occurred when the printing plate was cleaned but was not allowed to dry completely before it was placed back in use.
The wet solvent that remained in the line work of the printing plate diluted the black ink from the roller and it smeared when the plate next came in contact with the paper. Remember, this is a fast paced, high speed printing process. Mistakes are rare, but stuff happens! I see no added value as the smearing is very minor.

Always open to a better explanation if someone can come up with one.

Yes, it does.

But this one has way more of the smearing/splattering/feathering of the black ink (or whatever you call it) than the typical ones do. I looked at a few other notes today and most of them have it but it is not near as pronounced as the OP's note.

Still, does not enhance the value of the note in my worthless opinion.

I tend to agree with Sky.
I've seen it before and wrote it off to quality control. It's extremely minor and would not expect any additional premium on the note.
