I'm thinking it is some sort of solvent smearing that occurred when the printing plate was cleaned but was not allowed to dry completely before it was placed back in use.
The wet solvent that remained in the line work of the printing plate diluted the black ink from the roller and it smeared when the plate next came in contact with the paper. Remember, this is a fast paced, high speed printing process. Mistakes are rare, but stuff happens! I see no added value as the smearing is very minor.
Always open to a better explanation if someone can come up with one.
