These are not proofs and, as far as I can tell, have no value above face value. Modern proofs (1968 and later I believe) should have an S mint mark, which these do not.

No these are not proof coins,
What I see are 2 business strike coins that are normal looking for these years.

@Vmariec1 Appear to be normal 1990 & 1983 business strike cents. In this case, the lack of mint mark indicates the cent was minted at the Philadelphia mint.
The rare 1990 cent is the 1990 no S mint mark Proof cent.

The 1990 looks normal the 1983 has zinc rot ( PMD) they are just regular pennies that are worth 1 cent each
