What is covering the IN ? It is definitely a relief area. I assume die chip but haven't really found many of these. Still trying to add to my knowledge base.

Note the arcs on either side of the obverse - possible Wrapping Machine Damage?

could be Coin Wrapping Machine Damage - I see an arc that is both above and below the 'IN' which could have gotten damaged from the rolling finger.

Wouldn't a wrapping machine cause it to be flattened rather than raised?

I'm going to vote with @Coinfrog and @Dearborn. Metal got pushed around like snow by a plow, raising it a bit higher than the original "IN".
