Rather extreme post-strike damage. The coin didn't leave the striking chamber in that condition--not an error.

 To CCF! This is 100% Post Mint Damage ( PMD). Not an error. This couldn't happen during the minting process. Worth face value. Good luck trying to spend it.

Looks like someone used a file and or sand paper on this coin then tossed it in a water fountain.

This coin has possibly undergone some very creative, destructive activity or just random environmental damage, like being stuck in the wrong place for too long. Use your imagination.

As noted, PMD. Most of us know the description of a car with really good brakes as being able to 'Stop on a dime,' well this coin would be the result.
