I think it is Byzantine.

Agreed, the M should indicate a Byzantine follis (40 nummi). I don't have enough experience in this area to identify it by sight, but you can look for a match here if you wish

My best guess for the emperor is Constans II. Click on the link in Seeker55's post, then scroll down to numbers 1000 to 1005.

The other option is an Arab-Byzantine imitation of Constans II - a coin imitating the Byzantine design, made by the early Caliphate circa AD 650 before the "standard" early Islamic coin design was invented.
