See how the letters and building are backwards? That is because two coins were put in a vise so, not an error, just damaged.

When you see reverse images, it's usually a vise job.

You should always include an image from both sides. There is usually important information we need from the second side to determine PSD vs error. A number of things are making me think this is PSD. (And not struck through a die cap) -The area of the rim near the date that is flattened. -The recessed groove following the rim, below the reverse letters of RICA CENT shouldn't be there if it were double struck.

@Mikeyworms... No worries, if two coins, cents in this case, were squeezed together in a vise, then separated, the impressions would appear on each coin and each coin would still have the correct weight ~3.11 grams. Hope that helps. Keep searching, asking, and learning! Good Luck!
