Looks like it's been environmentally damaged. PMD. Maybe a metal detecting find or affected by acid. Not an error.

I'm thinking post-strike damage caused by exposure to acid. An accurate weight would tell us more, perhaps.

Sewer coin laying obverse up while corrosive liquid slowly seeped across it.

From what I remember (I believe) TB posted a similar cent a few years back.

Either or a PMD cent that has been put back into circulation.
