Looks like it might have started out a parking lot coin and has rotted.
Once the copper plating gets broken the zinc core will rot.

I think it is a vampire coin and was stabbed with a wooden stake, now it is turning into dust.

Wow, that is some wicked zinc rot!
Maybe you could email that photo to The US Mint
in Philadelphia. Just in case they aren't aware of
the Copper Plated Zinc One Cent fiasco out there.
