Might reach EF-40 with today's slack standards, but the fine obverse scratches are distracting.

VF details , scuffing keeps it from
Straight grade . Incomplete bottom band
of Liberty , some letters not bold .

Obverse looks lightly rubbed. Top feathers don't look complete so I'm in the VF35 side of the camp. Toss up for me as to whether it details or not.

I'd go VF-25. Wing lines should go all the way to the wing edge for an XF. Scratch on the neck is distracting but shouldn't cause a details grade.

I had this one at VF-30. You all pointed out the scratches that I am most concerned about. I am going to keep looking for a 1900. While the 1900 is a R1 rarity in all grades, I have had a lot of trouble finding a clean example in F-VF.
