1891 Morgan $1 - Shiny Obverse?

Chrome shiny obverse (difficult to capture), normal silver reverse. Rim has "tarnished" or deteriorated sections.
Face has "puffy" eye lid and cheek (white areas in close up).
Weight is 26.54 g
Diameter is normal - same thickness when compared to others. Not magnetic.

Any thoughts about different finish Obv and Rev.?
Rim condition?
white spots?
Reverse "STATES OF" - tired die, strike through or wear?
Could not spot any VAM's.

I can't really see the difference in the pics, but from your description my guess is this coin was in a bezel of some sort that exposed the obverse only, like a belt buckle or money clip. The obverse was polished while the reverse was protected. The weird line on the edge lends credence to this explanation. The obverse may have even been plated along with whatever it was set in which would explain the appearance and the odd spots on the cheek/eyelid where that additional plating has worn off.

Obverse may have been lacquered (or the like) at some point.

with spruett's explanation. The edge of the coin is distorted/damaged that looks like it was in some type of bezel.

That is caused by a legitimate strike issue original to the coin. I'm not versed enough to know which, but I believe it's caused either by uneven/weak striking pressure or a partially grease-filled die.
