Given that it is dead straight, and shows a bright color that does not match the rest of the coin, I say it is PMD

I agree, likely post-strike damage as mentioned, especially considering Dearborn's analysis, and the damage below the date.

@Bill Kerr: Is the entire deformation incuse? Part of it appear raised to me, but I often have a hard time distinguishing on photos.

@anyone: If it is entirely incuse and it is a "scratch", where is the metal movement? Would it have been worn by many years of cirulation?

It has both incuse and raise features, less incused.

If it were all raised, I would be thinking along the lines of a rim to rim die crack, or split die, or as you suggest, some type of die gouge maybe... but being so straight and some incuse, I don't know.

Perhaps the experts can provide more information or reevaluate based on your assertion of "both incuse and raise features, less incused"... or perhaps provide you with more diagnostic evaluation techniques?

Or, perhaps it's just PMD (a scratch) as already stated by the folks above, wish I could be of more help, but I'm out of ideas.
