I've seen a few of examples of this as I'm going through some old coins and I'm sure it's damage but thought I'd check to be sure before I discard the penny.
to the CCF and When you understand that when you have a divot, gouge, scratch, or any other mark on a coin with a corresponding buildup of metal above the surface, 99.9% of the time you can dismiss it as damage.
