1980-S Royal Australian Mint Coin Rolls - Paper Ends - Manipulated?

I have just returned from an auction inspection that had four lots of late 70s and early 80s RAM coin rolls. The rolls look machine rolled with crimping, but feature something I have never seen before: Some of the rolls had ends covered in paper.

1980-S-Royal-Australian-Mint-Coin-Rolls---Paper-Ends---Manipulated?

This looks very suspicious. Did the mint ever make rolls like this?

Other rolls contained genuine uncirculated coins, but a few 1c rolls had end coins that were heavily tarnished and looked circulated. I thought the mint only packaged new coins?

Thoughts and comments please.

Don't know about the RAM, but I don't think the US Mint rolls coins at all.

Very much doubt it is the RAM's doing. Maybe the previous owner inserted paper to protect the coins at each end of the roll.

My question would be this: if there's paper on both ends, and that paper had always been there, how did they know it was "1978", to write that date on the roll?

It's possible someone put the paper there to help preserve them. Or it's possible someone re-rolled them. Back in the 1970s, there were only two roll-crimping machines in the country, one at the Mint and one at the Reserve Bank. But these days, you can buy a roll-crimping machine off ebay.

And just to point out: that red roll in the background is a Reserve Bank roll, not a Mint roll - it says "Reserve Bank of Australia" on it. The Mint only rolled freshly minted coins, but the Reserve Bank rolled mint coins shipped to it and also re-rolled coins from circulation, and they weren't fussy about distinguishing them. You can never guarantee a Reserve Bank roll is purely Unc coins.

Thank you for the replies. I did purchase a couple of lots, removed the ends and the coins were UNC underneath. As suggested, someone just cut out paper and placed it on the ends to help preserve the coins against tarnish. A bit odd really, as copper nickel coins don't really tarnish under normal conditions.

Well spotted that one of the rolls in the photo is RBA and not RAM, meaning it could be all circulated coins inside. I forgot about that.

Overall pleasing rolls and all genuine to add to my collection. I was just initially concerned about the odd appearance.
