I recently came across this slightly odd looking $1 and was wondering if it's an error where one of the print runs was weak, or is the banknote just faded? Seems to effect the front and back, with the weaker print being easier to see on the front.

Comparison between the note and a normal well worn banknote at the bottom:

I'm leaning more towards faded/worn, but the other print colours don't seem to be affected.

The "halo" around it makes me think it's a chemical application like bleach or solvent, attempting to remove the portrait but leave the rest of the note design intact.

Sap, that could well be. I've seen people do all sorts of odd things to banknotes for various strange reasons. When the first $5 polymer banknote was released one kid in my school had an obsession with licking their thumb and rubbing the face of the queen off. Why? I don't know, but they thought it was hilarious.
