1974 Penny With Extra Material On Reverse

Attached are a couple photos of this 1974 Penny that show what looks like some extra material at the bottom of Lincoln's feet on the Reverse. Is this plating issing, die chip or possibly some form of doubling?

Could be a well placed hit or a stain. Hard to tell. Is it raised or incuse?

1974 cents were not plated.
It looks like maybe a drop of glue? Try an acetone soak.

It appears to be a die chip, albeit in a somewhat unusual place.
