Does this coin have a special composition; compared to the other Lincoln cents? Does the black stuff not tarnish the coin? In my eyes, it does not seem so—silvery bronze toning. Do you say what I see?

@dou, a good way to determine if a coin has been made from a different metal is by weighing it. With that said, surface toning and discoloration are not good ways so I suspect that this is just a normal cent.

It is from environmental exposure. I have seen many examples of this type of toning.

Why is the black stuff not harming this metal, like rust?

Toning often consumes the surface layer of metal and then forms a protective layer to prevent further damage. Think of the green on the Statue of Liberty or any other outdoor exposed copper. Black, green, red, whatever, depends on what reacted with the copper. A chemist can explain it better than me.

I thought of some silver composition because silver can turn black; not rust.

Copper can take on almost any color of the rainbow under different environmental conditions.

Cooper is very capable of turning black. As I said early, I have seen many like this.

Agree with above responses, environmental toning of some sort, on your coin.
